Le Dr Hacı Ali Telbisoğlu, né en 1967 à Kahramanmaraş, a obtenu son diplôme de la Faculté de médecine de l'Université d'Istanbul en 1990. Entre 1994 et 2000, il a complété sa spécialisation en immunodermatologie, dermatologie infectieuse et chirurgie dermatologique à la Faculté de médecine de l'Université de Vienne. En avril 2000, il a obtenu son équivalence de l'Université technique de Karadeniz.

Entre 2000 et 2001, il a travaillé à l'hôpital allemand d'Istanbul ; entre 2002 et 2003, à l'hôpital Alanya Can ; de 2004 à 2007, à l'hôpital d'État de Kahramanmaraş ; de 2007 à 2009, à l'hôpital Marashlife ; de 2009 à 2014, à l'hôpital Kayseri Acıbadem ; de 2015 à 2023, à l'hôpital Sular Vatan de Kahramanmaraş ; et entre 2023 et 2025, à l'hôpital Üsküdar Türk en tant que médecin spécialiste.
