Le Dr Hacı Ali Telbisoğlu, né en 1967 à Kahramanmaraş, a obtenu son diplôme de la Faculté de médecine de l'Université d'Istanbul en 1990. Entre 1994 et 2000, il a complété sa spécialisation en immunodermatologie, dermatologie infectieuse et chirurgie dermatologique à la Faculté de médecine de l'Université de Vienne.
