Né à Ankara en 1980, il a fait ses études primaires et secondaires à Artvin, sa ville natale. Il est diplômé de l'école secondaire d'Inebolu en 1997 et commence à étudier à la faculté de médecine de l'université d'Ankara la même année. Le Dr Sertkaya est diplômé du lycée scientifique de Konya Meram en 2001 et est entré à la faculté de médecine de l'université de Gazi la même année, où il a obtenu son diplôme en 2008.
