Le professeur Dr. Yasef a commencé ses études de médecine à l'Université d'Istanbul en 1973 et a obtenu son diplôme de la Faculté de médecine Cerrahpaşa de l'Université d'Istanbul en 1979. Il a commencé sa spécialisation en neurologie dans la même université en 1980 et est devenu neurologue en 1985. Au cours de sa formation spécialisée, il a passé 6 mois à l'Université Hacettepe dans le département de neurologie d'Ankara.
Après avoir obtenu son diplôme de neurologue, il a effectué trois ans et demi de service public obligatoire, dont un an et demi à l'hôpital naval d'Iskenderun et les deux années suivantes à l'hôpital de la sécurité sociale de Diyarbakır. Il est retourné à l'Université d'Istanbul en 1989.
